"The Improvement and Development of the Territory along Taras Shevchenko Embankment of the Moskva River Taking into Account the Existing Natural Complex"
Programme and Terms of Competition
1. General Information.
In modern conditions of the economic, urban and environmental challenges, the aim of the Competition is all possible development of innovative ideas for organization and reclamation of the Moskva-river bank spaces including the solution of some particular tasks; among them are:
- Modern ecological, town-planning, architectural and design development of the Moskva-river bank territories;
- Creation of ecologically adequate recreational environment;
- Drawing attention of governmental, municipal and public institutions to development prospects of the bank territories;
- All possible development of water tourism activities and creation of the proper infrastructure;Promotion of the active life style;
- Assistance in innovative technologies implementation in process of the bank territories development;
- Drawing attention of investors, planners, designers, building companies, materials and technologies producers to the new prospects and ideas of the bank spaces development.
In light of these tasks, the problems of leisure and habitation in the vicinity of the river bank lines are the most acute and topical, because the bank areas are the major and irreplaceable value of the City, its residents, tourists and businesspeople.
The Competition is organized in order to receive proposals for the development and improvement of Taras Shevchenko Embankment by means of an equal creative contest.
2. The aim of the Competition
2.1. The aim of the Competition is to provide architectural and planning ideas that meet the requirements of the Competition programme.
2.2. The Competition is held with International Participation.
2.3. The call for Competition entries and the dates for the materials submission are announced simultaneously for all participants.
The main object of the Competition participants is to suggest an original conceptual solution demonstrating a contemporary and innovative approach to the complex development of the river bank territories with elements of tourist infrastructure.
The Competition is open. Eligibility: Professionally qualified (diplomaed) architects (and authors’ teams of architects), who have accepted the Competition programme and terms for participation and were registered as Competitors are eligible.
The Competition participants get the right to take part in all events held in frames of the “Eco-Shore” Festival.
3. Organizer of the Competition.
The Competition is organized by the Union of Moscow Architects.
4. The Competition programme.
4.1. The Competition is held under the single regulations and terms that are developed by the Competition organizers. The terms and regulations are mandatory for all Competition participants.
5. Terms of Competition.
5.1. The Competition designs should be fulfilled in computer-graphics and delivered by e-mail fully configured and prepared for the printout on the horizontally oriented panels (no more than 3) with sizes 900 х 1250 (height) mm each. A scheme for panels placing should be enclosed as well.
The Competition materials placed on the panels should include: planning solutions, elements of banks areas improvement and landscape design, an explanatory note, architectural solutions for buildings and structures, other project proposals.
5.2. The master plan scale should be 1:1000.
5.2.1. The floors plans of the sites No. 1 and 2 should be in the scale of 1:1000. The functions of the rooms and their area must be specified.
The plans of the ground level must be presented with the elements of land improvement.
5.3. Facades and typical elevations.
5.3.1. The parameters of the project elevations should be in a scale of 1:200 and include the height bench marks and references to the surrounding area.
5.3.2. The facades should be designed in a scale of 1:200 and include the height bench marks.
5.4. Perspective views of the territory and a photomontage.
5.4.1. The participants must present at least 5 characteristic view points.
5.4.2. For the purposes of anonymity the projects should be submitted under the mottos (six-figured code), height 10 mm, placed in the right upper corner of all materials submitted for the Competition. The Competition materials must be accompanied by a motto envelope containing information about the author or group of authors (names of authors, tel. number, address, passport data and percentage distribution of the prize between the authors’ team members).
5.5. The Competition Organizers have a right to exclude from consideration the following entries:
- Non-conforming the Programme requirements and Competition terms;
- Those with deliberately broken anonymity.
5.6. The Competition terms envisage the following awards:
One First Prize - 300 000 Rb.
One Second Prize - 150 000 Rb.
Two Third Prizes - 50 000 Rb. each.
The Competition Jury and Organizers have a right to adjudge special prizes for some special achievements and felicitous solutions.
The Competition Promoters have a right to adjudge their own prizes and awards.
5.7. The designs that will have received Prizes or special awards will be published in mass-media of the Competition information partners.
5.8. In order to size up the Competition results, a Jury is being assembled, including leading home and foreign architects.
The full list of the Jury will be published and announced during the Festival Opening Ceremony.

Competition Secretary is appointed by the Competition Curator
Chairman of the Jury will be elected at the first Jury meeting by a simple majority vote.
Members of the Jury have no right to take part in the Competition. The Jury’s decisions are finalized in a Jury Meeting Protocol signed by all the Jury Members, who took part in the Jury meeting. In case of equal voting the Jury’s Chairman will have a casting vote.
5.9. Registration takes place before March 31, 2014 by submitting a filled registration form (see. Enclosure 2) sent by e -mail at: moskvarch@mail.ru
The Competition Organizer will be responsible for presenting (type-out) the exhibition materials (panels, banners) of the Competition projects.
The files with Competition projects should be sent to an Internet share site, e.g.:
http://ifolder.ru/ or http://files.mail.ru/, or any other.
The received link should be sent to the address: moskvarch@mail.ru and include all the contact data and code number of the project.
Requirements for the files: pdf, crd, jpg format, size 1:1, with resolution from 200 to 350 dpi, without any data compression.
5.10. Deadlines for Competition projects delivery:
Publication of the Competition Programme and Terms March 12, 2014.
Deadline for the Competition Participants’ registration – up to March 31, 2014.
Participants’ questions – up to April 11, 2014.
Answers to Participants – up to April 12, 2014.
Deadline for the Competition designs delivery – May 18, 2014.
Opening of the Competition projects Exhibition – May 28, 2014.
Jury meeting – May 28 - 29, 2014.
Adjudication and announcement of the Competition results – May 31, 2014.
6. General description of the Competition site:
6.1. The territory suggested for the Competition has the address: Moscow, Western Administrative District, Taras Shevchenko Embankment, and consists of two parts.
6.1.1. The site No. 1 is limited by the Moskva River (on north side), by Dorogomilovsky highway bridge and Fomenko theater (east side), by existing buildings and a boulevard (object No. 44), which is a natural complex (south side) and by the “Moscow 2000” tower (on the west side).
6.2. Dimensions of the site No. 1 allotted for land improvement are about 570m x 50m (natural complex area is not included). Possible building development zone is 570m x 28m.
6.2.1. The site No. 2 is limited by the Moskva River (on north side), the “Moscow 2000” tower (east side), by existing buildings and a boulevard (object No. 44), which is a natural complex (south side) and by existing buildings (the west side).
6.2.2. Dimensions of the site No. 2 allotted for land improvement are about approximately 300m x 50m (natural complex area is not included). Possible building development zone is 300m x 28m.
7. Description of objects No. 44 boundaries (boulevard in the Taras Shevchenko Embankment) of the Moscow natural complex in the Western Administrative district.
7.1.1. Object number 44 (boulevard in the Taras Shevchenko Embankment) of the Moscow natural complex in the Western Administrative district consists of 2 parts.
7.2. The sites borders areas are as follows:
7.2.1. The site No.1:
7.3. In the north – from a line perpendicular to the facade of the house No. 39, in Taras Shevchenko Embankment (in 30m to the west from the east corner of the house), to the east along the Embankment along the line (at a distance of 55m from the parapet – at the plot up to the berth and 50m – at the plot behind the berth), further to the south along the western boundary of the area allotted to the build. 23a in Taras Shevchenko Embankment.
7.4. In the south – along the northern red line of the upper passage of Taras Shevchenko Embankment and further to the north along the line perpendicular to the facade of the house number 39 in Taras Shevchenko Embankment (in 35m to the west from the east corner of the building).
7.5. The site No. 2:
7.6. In the north – from the eastern border of the area allotted to the build. 23a in Taras Shevchenko Embankment and to the east along the Taras Shevchenko embankment (at a distance of 28m from the red line of the lower passage), then further to the south along the alignment line of the east wall of the house No. 15 in Taras Shevchenko Embankment.
7.7. In the south – along the northern red line on the upper passage of Taras Shevchenko Embankment and further to the north along the eastern border of the area allotted to the build. 23a in Taras Shevchenko Embankment.
8. Functional use and organization of the territory.
9. The Competitors must offer a functional zoning and principles of land improvement for active public use and recreation, propose an arrangement of overview platforms for the "Moscow City".
10. It is also possible to construct a hotel of limited height, which would not cover the overviews from the lower floors of residential buildings.
11. It’s necessary to provide an easy access for the maintenance of technical services, as well as the required number of parking places both: for cars and for tourist buses, but without violating the life of existing residential blocks.
12. Functional use of the structures designed as a result of Competition.
12.1. Development of the structures functional content is one of the themes of the Competition.
Enclosure 1
Design task:
To introduce an illustrated concept of the urban approach to the organization of river bank territory in conjunction with proposals for a complex of structures and elements of land improvement.
List of the initial data enclosed:
- Master plan of the territory along Taras Shevchenko Embankment;
- Geophysical basis;
- Elevations of the sites No. 1-2;
- Scheme of the sites boundaries.
